"We will engage, we will listen, we will consult" ... the words of US Vice President Joe Biden, as he addressed international leaders and defence experts at the Munich Security Conference on Saturday. They're further confirmation that the Obama administration is breaking sharply with the go-it-alone policies of former president George W. Bush. Biden focussed in his remarks on improving relations with Moscow, on possible talks with Iran, and on the demands the US would be making of its PARTNERS.
