Europe's largest security body, the Organisation for Security and Cooperation in Europe, better known as the OSCE, held a special meeting on Thursday to discuss developments in Ukraine. The OSCE has hundreds of monitors on the ground, but has been unable to bring Kyiv and Moscow to the peace table. Kerry Skyring has the details from Vienna.
