Welcome back...five years ago, when Germany instituted labor market reforms, it combined unemployment and social welfare benefits. The new unemployment package was pretty controversial from the start. Now, a study by the Institute for Employment Research has confirmed that only few people who get onto the scheme are able to get off it again.
