Over the last 40 years, Germany has faced both homegrown and international terrorism such as the Red Army Faction or the massacre at the 1972 Munich Olympics. But the revelations surrounding the Sauerland group shocked Germany. In the aftermath of the September 11th attacks, the thinking here had been that such huge attacks would be confined to countries like England or the US. The Sauerland incident and other failed terrorist attempts here heated up the long-running debate over how best to balance civil rights and public safety. +++SYN+++
